Pop-up message for a user role that requires an action before moving on

We now have a Government regulation that any temporary user of our EMR must sign a confidentiality agreement before proceeding to the EMR. We would like a pop-up message indicating this and a link to the form that must be filled out before moving on to accessing the EMR. We have to do this for all residents that come through our practice, study monitors, students,... etc. But a pop up message for any user or role of users that must be dealt with before moving on would be awesome!! Right now all we have is a very urgent message or task that can be minimized and ignored.
