Template Permissions for EMR access/documenting

Currently under Template Permissions, you can have the EMR column for specific providers either checked or checked with a lock. This lock means that they can see forms/templates documented under that provider, but if they open it, they cannot edit it at all. However, even with this lock on, they can still create a brand new form/template under this provider and save it (ie. that provider is still an option at the top right-hand corner of the form for them to chooes)(they just can no longer edit it after they've saved). Having this locked-check under a provider should not allow you to create a new document under that provider.
