Ability to priotise Clinical Notes\Forms

Ability for end user (to make this user specific) to flag any form / note that resides in the EMR>Encounter Notes>Clinical Note Section. If flagged, these notes \ forms will stay at the top of the pile, no matter date etc. Especially handy in situations where a form is created for a study over time situation, like an ongoing illness or maternity. User does not have to scroll \ find a form they need to update over time if it will be stickied to the top of the list
