Target Global Message to be seen only by specific staff and/or staff group(s)

Global messages go to everyone but often they are specific to one area or group of staff. For example a message that is relevant for reception is not necessarily relevant to the doctor and vice versa. It can become very annoying and tiresome to have to constantly get rid of global messages that are not relevant. For example a message for reception to check the phone number is not relevant for testing staff or for the doctor. It would be more efficient if there was a choice to whom the global message would pop up. For example for the MOAs, doctors or power users, or for individual staff members (such as specific MOA(s), doctor(s) and/or power users.)
