Have specific template suggestions locked by certain users.

there is currently an option to have some staff either manipulate ALL templates or NOT AT ALL. Can each template have specific authority to be altered by different staff. For example the office manager should have ability to schedule in vacation of MD's, surgery cases dates, Nurses etc, and the receptionist needs to be able to change around appointments, but they should not be able to alter certain types of templates like OR BOOKINGS, or MD;s VACATION DAYS etc. to avoid mistakes.
