Send mail option to all users not dependant on the office

As a power user or system admin I would like the ability to send a mail message to all users in the system just like Optimed sends out notifications to all users. Currently we have almost 30 offices and many users in each office. There is no way for me to send a message to all the users except to create one for each office and then shift click to highlight each one but with so many offices this takes really long. Optimed has the ability to send out to all of the users just in my system, there should be a way for me to do it as well.
