Explanatory code 21 - Claim is Responsbility of WCB

Currently when a claim comes back with explantory code 21 (claim is responsibility of WCB) it does not come back as a reversal on Accuro even though AHW shows the reversal on their system. When I try to resubmit the claim to WCB, I get an error message from Accuro saying that I am unable to resubmit a bill that has already been paid. AHW assures me that claims with code 21 have not been paid.
