history of problems should be optionally pulled from billing ICD10 code if blank

if, for the current encounter, there is a billing ICD10 code which has not been accounted for in the history of problems band, then this should either prompt you the option to add this to the list of problems, or have a user settings preference such that it would automatically be added to the list.
