Better moderating of Forms repository

I've discovered recently that a number of forms published to the form repository are being published in full colour (including ones by Optimed). These files are unnecessarily large, and there is no benefit to colour forms when they are being printed and/or faxed. It would great if there was some level of policing the uploaded forms to ensure that they are in a useful format. 1-bit B&W forms are usually sufficient, and the file sizes are small. Examples are CML (Ontario), Mackenzie Health Forms (MH) and many others.
