combine new referral task and new referral order (letter queue)

Provider has requested the ability to select or combine both actions: New Referal Task and New Referral Order with added features (see below) to decrease her workflow steps Desired Workflow: Generate Letter Send Letter>Letter Queue Letter Queue: Combine>>> New Referral Task: Task created and situatated in the virtual chart (AND AS WELL> feature: a global message to appear when the chart is viewed) New Referral Order: adds the Referral Letter as an entry in Outstanding Requisitions, Referrals and Orders (AND AS WELL> feature: Message to select recipients ie MOA indicating this letter needs to be faxed to specialist office) Provider has mentioned that this will be an improved workflow for the clinic
