Re-Pop Up Urgent Messages after a few minutes

We had a user who was using another program when an urgent message popped up, but at the same time the user had clicked in the other program which made the urgent message go behind her current program window and was not noticed. So the idea is, if an urgent message is delivered to someone it'd be nice if the status of that message was unread, to re-pop up (but not open up another instance)to the recipient every 5 min or some interval. This change would have no negative impact on someone who has seen and opened their urgent message but would have a significant positive impact on a fluke that the urgent message got missed.
