Restrict internet Access on EOC servers based on user account

At present, all users whom log into an EOC server through remote Desktop (RDP or thin clients) have the same internet access. There is a need to be able to restrict internet access from employees based on their user accounts. Please look into a system in which we can stop users from accessing the internet to ensure they are staying on the tasks that have been assigned to them.
