Macro list read-only from encounter notes

We have a large multi-office configuration. Many of my users are blocked from the Template Editor (and macros) but when they are adding a note, they have full access to the Macros module. We teach how to add personal Macros to our users, but having access to the full Macros module is a security concern. One user deleted every single Macro in our database because she had full write access from the encounter note (even though the macros were not created by that user.)

    Macros manager has been redesigned, this idea no longer applies
