Query builder custom instructions pop up message

There should be a feature in the query builder where one can enter special instructions/an explanation of the query and/or the output re: each individual query built. Similar to MS Excel where you can enter a comment into a cell which pops up when you hover over it (e.g. if you hover your cursor over the title of the query, or somewhere in the Current Rules or Manage Rules sections...a custom message will pop up!). The pop up message should also be able to be altered/updated if changes are made to the query.
