Add care provider without the ability to prescribe

Our clinic doesn't only contain doctors but we also includes nurses, dieticians, case workers and others which require a schedule. They are all part of the same office but shouldn't have the ability to prescribe. Any time we add a user to an office in order for to get them their own schedule, they automatically have the ability to prescribe and it can't be disabled. This is a huge security risk and should be addressed. It would be great if we could have the ability to add a user to an office but disable the ability for them to prescribe.
