In order to use both 10 minute and 15 minute intervals for one provider on the schedule you would need to set that provider's default time interval to 5 minutes (the lowest common denominator between 10 and 15).
Then, when you create your Schedule Templates you can apply Appointment Suggestions in Groups of either 10 or 15 minutes. The group will retain the time interval selected when viewing the provider's schedule.
You could create one template for the 10 minute time slot clinic and another for the 15 minute time slot location and apply these templates as necessary.
