Cancellation List not block other windows Merged

In order to book cancellations more efficiently, I think it would be great to have the option for cancellation list windows to be their own independent window, so that we could have the cancellation list on the side while still being able to navigate the schedule and find openings.

With the current setup, you have to dig up the list from the menu, then look it over, memorize who needs what, close the window, check the schedule to see what's viable, open the window again to double check, close it, then arrange with the patient.

Currently, even a separate Scheduler opened using Alt cannot be accessed at the same time as the list; it blocks any input to other windows until closed.
