Allow for readable PDF's in the Virtual Chart

Every year we conduct off site clinics where the patient is required to complete a registration form to collect demographic info. We would like the ability to scan this form and have it become the patient's actual encounter, so that when one opens the encounter tab in a patient's chart it would appear there. Currently, all we can do is scan it, call it an encounter, but it only appears in the virtual chart as a scanned document named "encounter.
