Add a LOCK icon to query builder to protect queries. Merged

Only for those with permissions to 'Manage Queries' in feature permissions. add a lock icon to protect a query from change or deletion. We also have very LARGE queries we don't want people to run, the lock could be tri state, Protected, protected and can't run, and no protection.  I'd hate to add another icon right there but it would be nice to project some from not being able to run.
