Add Annotate Button to Document Previewer

There is an Annotate option in the Documents and Home screens and in the Virtual Chart right-click menu but not in the Document Preview screen.

When reviewing a document in the Virtual Chart, if a user wants to Annotate the Document, they have to close the preview > right-click on the document in the Virtual Chart view > select Annotate.

It would be more intuitive to have this option in the Preview window as well since it is when a user is looking at the document in this view that they decide they want to make an annotation
