Ability to have a default provider for the Waitlist

With new CPSO guidelines regarding managing referrals, the clinic would like to use the waitlist for booking.  All referrals need to be triaged by a doctor, and then assigned to a specific doctor.  I created a dummy provider in the Waitlist called "Triage", but there is no way to make this provider the default for every new entry to the Waitlist.  If the MOA needs to change this every time, it opens up the possibility for errors.
