Do not submit referring provider if not required by billing codes

We are having to deal with a large number of rejections based on invalid referring provider.  The code does not require a referring providers.  Accuro should not submit a referring provider unless the code requires.  The bill won't go without a referring  provider if the code requires it - conversely we are saying don't send it - if code doesnt' need it.  This would save time in unnecessary corrections.
