We have the workaround of renaming the SOAP that the doctors use most often as *1SOAP so it appears on top as the first option.

As you state, you cannot choose a default selection for a note or form in the Encounter Notes > Electronic Drawer. However, you can create an action button that you can dock to your screen and access from anywhere in Accuro (not just EMR) that will always open your SOAP note.
Go into the Accuro Menu > File > User Preferences > Display > Configure Actions
Click the Add button under the Selections box on the right
Choose a Custom Letter Action
Enter a description and choose SOAP in the dropdown for Letter (this is your list of Templates)
You can pick an icon if you wish, and press OK to save
Now ensure your Action Bar is Docked by checking the box Dock Action Bar
Press OK to save your preferences and you now have a button to always open your SOAP note
