Unfortunately within small clinic you often see cross over between roles. I.e. reception and financial batch billing.
This works great when a single designated account is used for batch billing.

There are 3 different types of Global Messages:
Your Message
Role Based Message
Global Message
Perhaps it may be good to review your clinic's practices with applying Global Messages and swap some to Role Based Messages instead?
This way, only users with the specified Role receive the pop-up. Potentially allowing the users who apply payments to not receive the pop-ups at all.
