Administrator access for multi-factor log in

When creating a new user, as admin I log into their account first and ensure it's set up appropriately with all log in's for the provider (go secure etc) or user and with the multi-factor authentication, I am no longer able to do this. It means I have to track the physician down, use their phone to log in as them to get everything set up. This is making this job difficult.

Consider giving admin access without multi-factor requirement
