Set Character Limit Merged

Patients have been known to reply to our own provider messages with 'excessive' detail that is often superfluous. Setting an optional character limit for patient responses may assist patients in being more efficient in their updates/responses. Consideration could be made for limiting number of allowable responses per day. This should be customizable to each individual patient.
