Permission for Changing Bill Fields

New Office Permission Add a new office level preference that allows administrators to prevent users from changing health service codes or providers after a bill has been invoiced or submitted until a payment or response has been received. Label it 'Lock submitted/invoiced bills to be with no response.' and default the setting to off. Permission Checks Add checks to the Claim Details window for all provinces and the Claims sections. This check needs to be applied to all Write Off, Adjustment and No Charge attempts, Tax Overrides, any of the options in the Options right-click menu of Claims which edit fields on the bill. The Claim table must also stop edits directly on the table cell when a bill is locked.
