Restrict Access To Waitlist

In Roles and Feature Access you can restrict all access to the waitlist. However, users who do not have access to the waitlist are easily able to book an appointment and have them show as "Booked" on the waitlist. This is very frustrating in multi office clinics where patients will come in to see a family doctor or another doctor for a visit that is unrelated to the reason they are booked on the waitlist. A user can turn off the preference for the pop up to allow them to book this, but this should be restricted by permissions or system settings.
