Administrative Unmasking items masked by other users

Currently, if an user masked a note in the EMR and it needs to be unmasked, it must be done by that user. In the event that the user is not available or no longer with the clinic, Optimed recommends that the administrator change the users password (If they do not know it), and log in as the user to remove the mask. This is a very unhygienic use of the systems security. There are two reasons to use accounts and passwords on a system. One is to keep people out, and the other is to make people accountable for their actions. This workflow circumvents the accountability for the administrator. The administrator should be able to do ANYTHING in the system under their own name.
