Schedule Template Suggestions should be Office specific

When in the Scheduling Preferences, most of the options are specific to that office. When in Templates & Suggestions, the templates can be office specific, but the suggestion list is shared by all offices. This creates conflicts when one office wants a suggestion a blue color, but another user comes and switches it to red.

    PLEASE make schedulder templates shareable to other offices, we have three sites, and it is time consuming to create new templates on each site.

    What was implemented was not what the request was. Users can still modify the colors of the suggestions which are shared by all offices.
