Have Universal Wait lists that can applied to user profiles

Currently, all wait lists views are individual to the user which can create issues if multiple users are using the same view.  If a user doesn't set their view up correctly, they may be seeing an incomplete list versus another user.  

By having the wait lists created and managed by a system administrator, the wait lists remain consistent once applied to all key users.  This approach limits the possibility of discrepancies in the lists.
