Changing Waitlist status to Closed should stop the Consult Wait Time counter and change the Status from Waiting to CLOSED

Not every patient who is on our waitlist ends up being scheduled for a consult. The patient may end up seeing someone else, the problem resolves, or the referral is declined and returned to GP. Changing the Case State of the waitlist entry to Closed takes the entry off the waitlist but it does not stop the counter for Consult Wait Time (viewed in F4, Waitlist history). The counter just continues counting indefinitely. It also does not update the Consult Status from Waiting.

If a decision is made that a patient is not going to be seen, logic would dictate that you close the state of the waitlist entry and that stops everything. Changing the state to Closed should change the Consult Status from Waiting to Closed and stop the Time to Consult counter.

We have had many situations where these entries show as overdue for a consult when in fact, they are not overdue at all, but closed. This is misleading, incorrect and can cause confusion.
