Allow users to Edit Virtual Chart Document without having privileges to document under provider

Currently, in order to have access to the "Transfer File" option upon right-clicking on a document in the Virtual Chart, you have to have read/write access (ie. a non-locked checkmark) on your Template security for the provider the document was filed under. This function should only be predicated on having the "Edit Virtual Chart Document" option checked off on your Feature Access permissions. It doesn't make sense to have to allow a user access to document under a provider, just so that they can change the category or provider that a document was filed under (ie. if they make a mistake).
