Move Components only in Form Editor not Encounter Notes

Clients would like the abitlity to "only" edit forms in the Form Editor Section and not in Encounter Notes. Currently, when you have a form opened on a patient in Encounter Notes, you are still able to select the components and move them around on the form. The example that was received from a client was that the provider had checked a checkbox and accidentally moved it, so the check that they were checking was now pertaining to something else listed on the form.
