Allow billing macros to have same features as other macros (e.g. bookmarks for easy tabing)

Would simplify billings where submission note is required.

Would be helpful for anyone that does surgeries that require details of the procedure (i.e. size of flap, size of defect, type of cancer).

It would work exactly the same as a macro for a note with the same features so that bookmarks can be added, or it can import data from the medical history or form to letter.
