We struggle with the same issue. We have adapted by adding a word or two to each provider for a mass fax list we wish to use.
When we search the provider list by that key word, we can select all that show, and send the mass fax.
It's a rough work around, but you would only have to set it up once and complete minor additions or removals afterward.
