Allow vaccines to be recorded as refused without subtracting from the doses

At this time, when a vaccine is documented as missed or refused through the Immunization Summary, it is still subtracted from the total doses in the Vaccine Manager. This leads to inaccurate records of how many doses are in stock at the clinic.

In order to document a vaccine as missed or refused, the user currently has to click the "Administered/Complete" button on Immunization Summary pop-up to be able to edit this drop-down (bottom left). This then triggers the dose to be subtracted from the dose counter, even if the vaccine is then documented as missed or refused, or the dose is changed to 0mL.

I would suggest the drop-down for Administered/Refused/Missed is available to edit without checking the box for Administered/Complete.

This is useful because it will allow is to accurately record who has refused or missed doses and run queries for this function, while also accurately recording number of doses available in clinic.
