personal health number and province

Currently when you are entering new patient demos the health number comes first and then the province (ours defaults to BC). The problem with this is if we enter the health number and then try to change the province it deletes the number just typed. If the province was first this would eliminate hopping back and forth in this section.

    I agree - changing the Province should not affect any number entered. It is not logical. Whatever number entered is not ever likely to change for a given patient. It is more likely that the province selected was selected incorrectly and needs to be changed.
