Pin Global and User Messages to Top of Quick Patient Actions Window/Top of CPP

Currently the Global and User Messages pop up briefly when a chart is opened but the message is often missed or forgotten about. It would be nice to have the option for that message to also be pinned to the top of the Quick Patient Actions Window or the top of the CPP so that the provider can continue to see it and be reminded during the patient encounter. eg. I will often put a user message for myself to discuss something with a patient when they next come in, but somehow the pop up message gets missed and I will forget to do it, only realizing once the patient leaves. By having it pinned and visible throughout the encounter it will be much less likely to get missed/forgotten.
