Global Messages for Providers

Much like we have pop-up global messages for patients, it would be great to have them for providers too. For example, we have a specialist that visits another clinic periodically, and would like a flag on all the docs that refer from that clinic so the Medical Office Assistants know to send the referral to the doc that visits their clinic.
