Letter Generation Shortcuts: make icon shortcuts for TO available like that for CC

Currently when in Letter Generation, in the CC field on the left hand side there are 4 icons representing shortcuts for "Add Recipient from Address Book", "Default Recipients", "Add One-time Recipient", and "Remove Recipient". 

 

Could you please make these icon shortcuts available in the TO field (above the CC field) as well? 

 

Reasoning:

Not all my letters are for referrals.   Also Accuro has a quirk where in the Family Doctor name is entered under the Patients icon but not under the appointment in scheduler, then the Family Doctor name is not automatically populated into Letter.  This may require a separate idea post.
