Query Alerts - enrollment status deficiency

A query can be run on patients who have an Enrolled status. Likewise, a report can be run on patients who do not have an Enrolled status (Ex. Fee for Service). What the Query Alert can't do, is exclude patients who have a status such as Enrollment Terminated. Not having this capability can lead to gaps in reporting, as patients then show up on lists who shouldn't be there at all. I am aware that I can add Active/Inactive status to the query, however just because a patient has a terminated enrollment status, it doesn't mean that they are Inactive patients.
