It would be nice to be able to share a message (your message) with other staff members. As one of the nursing staff I use this function regularly but would like to share it with the other nurses that would not pertain to other office/admin staff. Ex: I keep track of which patients keep their injectable medications with them rather than store it at the clinic. I also keep track of when the last ecg was done on CDM patients. I would like to be able to share that message with specific people and not as a global message but one that still pops up on that patient.
As indicated in the comments - if you need to share a message with a certain group of people, you can create a "Role" message for this purpose.

You can use the "Role" message for this purpose. Click on the green plus sign beside the Global Message, and you will get a dropdown list of roles. Pick the nursing role and add your message. The message will then appear for all members of the nursing role, without bothering anyone else.
