send message to all active users

There are more times then I can count where I'd like to send a message to only those in our office currently. I'd like either a group or option in mail to send to all currently active users with the ability to make it a popup. This could be just power user feature as well. This is especially useful when there is a service that is having downtime that I'd like to notify just current users that would be experiencing the issue and don't then have to call I.T.
